House Passes Historic Energy Plan to Create Jobs, Boost Economy

Bipartisan pact will attract renewable energy industry, help businesses grow

LANSING – House Democrats today passed a comprehensive bipartisan energy plan that will create thousands of good-paying jobs, save Michigan residents money and make our state a leader in the rapidly growing renewable energy industry.

"This ground-breaking plan gives Michigan the ability to attract key players in the renewable energy industry and create thousands of jobs that can't be outsourced," said State Representative Frank Accavitti (D- Eastpointe), chair of the House Energy and Technology Committee. "By creating our own energy right here, we can keep our energy dollars in our communities instead of sending billions to other states and countries. The parts of the package work together to establish a new foundation on which we can rebuild Michigan's economy."

The comprehensive plan:

  • Requires Michigan to increase the amount of electricity generated from clean, renewable sources such as wind and solar to 10 percent by 2015. Doing so will make Michigan competitive with nearly 30 other states that already have such a standard.
  • Requires utilities to establish programs that help residents and businesses use electricity more efficiently, which will save consumers billions of dollars by reducing their usage.
  • Fixes outdated rules to clear the way for construction of power plants needed to meet rising demands for electricity so that businesses will locate and expand in Michigan.
  • Includes an income tax credit for working families and seniors to help with energy costs and tax credits for the purchase of energy-efficient appliances.

"These comprehensive changes are the kind of bold actions we need to move Michigan forward," said State Representative Jeff Mayes (D-Bay City), vice-chair of the House Energy and Technology Committee. "Focusing on renewable energy and energy efficiency is the best way to serve both our residents and our businesses. Increasing energy efficiency is an economic boon because it will create more jobs for residents who manufacture, sell or install those products. With this plan, we can start creating thousands of jobs in our communities that help Michigan take control of its own energy needs."
